I think the main issue with 12 coming back is how tf are you gonna learn his moves in World Tour? I think people forget that world tour is a factor a lot
I know people want Sean, but I want Laura back in SF6. She has a unique playstyle, no one else uses BJJ as a martial art in SF. There has to be room on the roster for her.
Those characters are indeed tied to Street Fighter. The creator worked for Capcom when he helped develop street Fighter, and the character punching through the wall is a confirmed prototype for Terry Bogard, who got his own game years later.
I'm not a huge fan of Yun and Yang either. The only way they could be brought back in an interesting way is as a single stance character. You start as Yun, change your stance and now Yang enters, then you change back to Yun... like Old Zeku/Young Zeku or Gen's fighting styles. But I don't believe Capcom would have the balls to do that.
Looking at S2, I think Geese would be a better pick than Terry, playstyle considering. I would pick C. Viper any time to bring back to SF6. Since Capcom told that is prioritizing playstyle over popularity, I would bring a brand new muay thay character (could be Adom or Sagat student, a badass cute girl - someone similar to Juri), Vega and Urien. I also think that only 4 characters per season is not enough.

I think all these characters are excellent choices altogether. The only problem I see is the timing. We're having 4 characters per year, and that pretty much means we won't have another SF character in almost a year. I would've been happy with 1 guest per season and then M. Bison as one of the final choices. But that's pretty nuch my only complain, other than that, they're awesome, and the M. Bison arc in 6 is pretty interesting.

There actually is a reference to the Secret Society in SF6, I think when you get to level 17 of Juri's style she mentions Helen (Kolin) being in Nayshall. Also the suval'hal arena might be referencing Gill with the red and blue ribbons.
I would say top choices for characters I would like to see are: Sean, G/Q, Remy, Eagle, Sakura, C. Viper, Menat, Fei Long, Kyosuke (Rival Schools), Gunloc (Saturday Night Slammasters), The Scorpion (Saturday Night Slammasters), Dean (Final Fight), Cody, Mike Haggar, and Alex.
The rule was justified because, as you said, Final Fight characters would grab a number of spots. I still want a new kung fu guy with the vibe that Gato (MotW/KOF) has, but with Jamie already in the game he's basically just Jamie in looks except "angry, serious, and sober". Maybe he could even fill Gen's stance niche.
It's already over especially if they don't go with 5 characters because we're definitely getting 3 old characters and a new character so so the odds of people getting who they want are drastically low.
I feel like later down the line they should add Kengan characters cause they collaborated before and I believe their is certain styles would prosper in the game
Abel needs more love. He was super fun to play as in SF4. Way different move set than Manon. I would absolutely love to see him return. Up there with Dudley on my most wanted list.

I love that Terry is being added, I went to KOF13 and went through his combo trials. Took me an hour but super fun, I can’t wait to see what they do for him in SF6
I feel like my wishlist is more unreasonable than most, since my most wanted ones are Laura Matsuda, T. Hawk, Gouken, Hakan and G (with Decapre just barely not making the top 5). Your picks are definitely more sensible and solid, even though as a neophyte SF fan, I'd much rather have someone else in comparison.
I'd like a 4 kings of shadaloo season. Balrog, Vega and Sagat (and F.A.N.G, just because Bison is already coming back, but I think we can do without F.A.N.G and they could just throw Abigail back into the mix)
If there is a character that I know, but I highly doubt it be a realistic fighter to put in, I suggest Ironclad from Shadow Fight. I have no idea what people would think about him.
I don't really like it when they make completely separate characters from existing characters who for whatever reason are having a change of heart....ie Kage/Evil Ryu! He is still just Ryu, yes he's possessed by the Satsui No Hado which makes him evil....okay, but he isn't a completely different physical being!!! That is just stupid. At least with the Dolls like Cammy and DeCapri, they're actually clones! Same with Ed, who is a clone of M.Bison.
I dont mind Capcom adding 2 guest characters in a 4 character DLC Terry is a great addition but Mai? Thats a hard no her only purpose for existence is for useless fan service she doesn't have a great story and her gameplay is not that interesting, I much prefer that the second character was Kyo or Iori.

SF5 takes place in the mid-ish 90s and SF6 takes place somewhere in the 2000s.
If I had to make a year 3 pass it would be,
1. Dudley
2. Makoto
3. C. Viper
4. Sagat
