The Teaser is showing non-state ("decentralized nations" in V3 terminology) peoples. One gripe I had with the West Africa map last week was there were so many blank spaces that were clearly inhabited by native societies that, in V3, had representation on the main map but in Project Caesar seem to be hidden, implying the lands were simply "empty" and thus legitimately open to be colonized. So the teaser map is implying that there is some map mode (I am hoping the political map, but could be a colonization map??) that shows these "decentralized" peoples. Will be very interested to see what mechanic Caesar uses here, becasue IMHO I think the decentralized nations concept in V3 is the perfect balance of showing these people existed and had to be interacted with by outsiders but did not have full ability to affect gameplay mechanics as a more organized state society would have had.
This sounds pretth cool. Its called Colonization, but it seems to be more any migration of population to another territory. So the same mechanics that cover the Europeans moving to the Americas also handle the Ottoman Turks moving into the areas they conquered in the Balkans.
