I'm a former US Federal LEO. I worked in corrections. While dark humor was often used to cope/make it through difficult situations, there are some subjects you just don't joke about.
It says a lot about a person's character to describe someone as having "limited value" and to turn around and place a dollar value on that's person's life. Given what I know of the world, that whole conversation was heartless and that woman tragically loss her life much too soon. SMDH.

I was a Paramedic for 28 years and dark sometimes morbid humor is very common in any emergency services, but never to include anything negative or poor taste towards any people involved. The Police officers both of them should be fired and I don’t say lightly I have many law enforcement fr😢some even were also Paramedics and EMT’s that I worked with in addition to the ones that we would respond to the same incident with different roles

As soon as I heard his maniacal laugh that seemed to come out of nowhere, I immediately related it to soldier or trauma responders who use that type of talk as a defense mechanism, because they're so immune to it.
It often leads to PTSD later in life.
That being said, he probably shouldn't be working in a DUI unit.
That "$11,000 she was only 26 not a high value of life" I assume was his way of referring to how the cops usually handle these kind of situations...like an insurance company and heartless.

When I was a volunteer fireman, it was written that we can go 10 mph over the posted speed limit when driving code. But everyone went over that as there wasn't really any consequences for going faster. Plenty of times I've gotten behind a police car going to the same call so I just kept pace.

I'm a Seattle resident and was in the area the night of the accident (afterwards but before the scene had been cleared by SPD). The community uproar was much focused on the ethnic origin of the victim. Which in my opinion was not relevant to the police response. The officer that struck the young woman almost certainly was going too fast. But he certainly handled the tragic accident in a professional and humane manner. Police in Seattle and probably around the world use dark humor as a coping mechanism. Its probably not healthy for them and certainly horrifying to anyone overhearing it. But it is very common. The cynicism of just writing a check to the victim says more about the SPD. Who frequently throws money at problems rather than addressing them properly.

The REAL problem here was not so much _what he said_ but more so that what he said was accidentally recorded & subsequently "leaked" to the press. His comments & laughter were incredibly inconsiderate, crass, rude, insulting & highly offensive, to say the least. However, in all fairness, this was intended to be & expected to remain a *PRIVATE conversation* between the two officers. I try to be as objective as possible since, no doubt, we all say & discuss things *_in private_* that we would NEVER expect, intend or want to be released to the public! I also try to remain cognizant of the fact that law enforcement, first responders & military OFTEN deal with trauma, death & the worst of human nature; they must find their own ways to cope & psychologically process the horrific things they witness on a daily basis. They cannot become emotionally compromised, otherwise, they couldn’t do their job. I'm realistic & they’re just flawed human beings...like the rest of us.

Gallows humor, that's what it's often referred to, and yes, this appeared to cross the line, but if this guy's been investigated so many times, something tells me that his crass remarks after this young woman's tragic death are the least of his transgressions. The department needs some serious overhaul if an officer has had 22 or whatever investigations and he's still working! That's a lot of "smoke," so surely there's a fire burning at the heart of how this guy does his job. And if the department doesn't hold him to account from the first investigation, and keeps him in the field through all those investigations to come, it's no wonder he doesn't seem to realize just what's appropriate. Running an organization, whether it's a police force or a beauty parlor, is much like being a parent. You give your people as much rope as they can successfully handle while maintaining a level of professionalism. When it's clear they're "coloring outside the lines," of acceptable behavior, you need to haul 'em up short and redirect that energy immediately, just like with an unruly child.
My son worked in a busy city ER for several years, the overnight, 3rd shift. They saw all kinds of things and the staff/police/firefighters, were all good friends and shared many seemingly off-color jokes about patients, each other and situations. One of the doctors, who happened to travel 4 hours to work for 4 days straight, with his family living in a larger city, while he had a small place here. Depending on the night of the week, they'd have a lot of people who were on Medicaid who used the ER like their general practitioners, coming in for every tiny ailment. The doc's nickname was Hash and the staff referred to these patienrivate patients," It was inappropriate but it was a running joke and cracked them up every time, a much-needed stress outlet. My son loved that job until bureaucracy made things difficult. There were a few guys near him in age and they were tech-heads like him, so they had lots of fun with silly things on slow nights. One night it was well below 0 degrees all night, so cold that not even any of Dr Hash's private patients came in. My son had read on the internet that if you throw a pan of boiling water into the air at zero or below, it'll create snow. They couldn't believe that was true so they found a large plastic bowl, filled it was water and nuked it to boiling, than ran to the ambulance bay and slammed open the doors and threw the water into the air, creating an instant snowfall. They thought it was fascinating and so every time someone new came into the ED, they had to demonstrate. Cops, firefighters, pharmacists, you name it, they all got their own "snow." Not exactly what they were getting paid to do.

Not uncommon for there being a couple of cops in a given area to have been investigated many times. Unfortunately, their union will protect them, making it tough to discipline or remove them.
I have a buddy who was a cop in a large city. He was a little wild and often stepped over the line. He would often pull over friends as a prank. I heard that he would also confiscate stuff from people and keep it or resell it. We weren't close, so I don't know for sure. The incident that finally got him fired was open hand smacking a high school boy. He responded to a call at the school about the boy fighting, and I guess the other kid was seriously hurt. The kid was 17yrs old and about the same size as him, so not a little kid. While questioning, the kid was being a smart mouth punk and cussing at him, etc. It got heated, and then the kid spit in his face. He reacted and smacked the kid upside the head. Of course, somebody was recording it with their phone, and it got leaked to the media.
He was later charged and had a trial. Basically, he got a slap on the wrist but did lose his job. Of all the shit he did, the one thing that could be justified got him fired. Cop or not, you spit in my face, there will be a reaction.

He was travelling at around 70 mph and at that speed he'd travel about 25 feet in just the average human response time. If he didn't see her, she didn't see him, and another thing that people don't take into consideration is that in a city street like that surrounded by tall buildings, it can be difficult to tell which direction the sound is coming from. The sound is not only coming directly from the cop car, but also bouncing off the buildings at different angles as the car is moving. That all likely conspired to cause her to panic, she had a split second to react and her brain chose the wrong thing.
