At least he was actually a decent person who was actually looked down upon wrongfully and when he gets angry it’s like what do you expect. But Mizuki was regarded as a great ninja by the 3rd Hokage himself he wasn’t “looked down upon” that was just his belief. The only reason why he didn’t become jonin was because he was heartless, his own thirst for power made him lose other people’s respect. Even lady Tsuande said he is above average in terms of power it’s just he wanted more and more and more
Because despite all his great power he had poor judgement. Which is why in the anime filler Orochimaru gave him that prototype curse mark that took all of Mizuki’s Jutsu but unlike that time the third Hokage sealed Orochimaru’s arms Mizuki’s situation was worst.
There should be a way for Mizuki to return in the Boruto series, so in that way, Boruto, Sarada and Mitsuki would have their first encounter with that sociopath, where they can learn about his history, his involvement with Orochimaru, his issues with Naruto and Iruka, and how he drank that lethal potion which took away his shinobi abilities, and if there is a battle with Mizuki, maybe he could be rebuilt with Scientific Ninja Tools, making him an evil cyborg, still hell bent on revenge, only to be defeated and maybe finally destroyed.
