Most community colleges just need a GED and placement test for admissions, which means they'll take as young as 15. If it's a parallel program then the kid can be as young as they want as long as they're academically capable.
From experience, community colleges have classes that start at about a middle school level of academics, it just depends. It's really not like a "smart" thing more that it's a time management and deliverables thing. It doesn't get abstract and interesting until you're in 300 level classes and specialized classes for the good degree paths, but you can graduate without ever seeing them.
