0:38 ok, why does it sound like a horn slightly goes off in the beginning when British police activate their sirens? I’m thinking they just press the horn button and it activates the sirens? No? Lol

Correct, when the 999 mode is activated the horn activates the sirens. You click it once to turn the first tone on, and then once you change tones and then twice in a row to turn them off 🙂
