I tried replacing logonui.exe with cmd.exe in Windows XP. Had to use sethc.exe that was replaced with cmd.exe. No quota available. Task Manager has 2 tabs - Applications and Processes. In Processes, there's no menu. Explorer opens a window with "Microsoft Internet Explorer" on its own title.

I once managed to do SETHC trick on a school computer
to do:
1: xcopy cmd.exe sethc.exe
2: take ownership of sethc.exe
3: accidently take ownership of system32
4: ad revenue
5: i dont know
6: cry in the corner

With the sethc trick, assuming you have main drive C:/, and standard chrome install dir, you can use this command to open chrome: "cd c:/"program files"/google/chrome/application && chrome".

That's the MSR, which contains a copy of the Windows bootloader. Windows works fine without it.

Shiii... I had exactly this problem with my Windows 7! Especially with Services in Task Manager. (But all user data was in place, I did backup without any problems) Also, I can't open any programs (in Task Manager I saw, that they started but after they was with frozen memory usage) or I can open some Word or Excel files, but without turning on explorer task bar. Also, cmd commands didn't work too, not work turning off too (button was there, but after click on this Windows was gone on endless loop of trying to turn my computer off).
