I think you're confusing yourself. This was around 6-7 years ago - at that time KSH was not the highest paid actor, he was only given that title this year. I don't think it costed that much to produce the drama, although it looks more classy (than dramas at that time)

Still watched this drama for the 10th time yesterday July 1 2020. My first drama and one of my best till date. No scene is a time waster. Chemistry btw KSY and Ju perfect! She's the best Korean actress period! How someone so strikingly beautiful can be comedic, sassy and down to earth at the same time is always a joy to watch. Waiting for her to do something new.
