They are from some events like Sweat Treat or Treasure site, I believe they might come back in the future

When I do it, in the end I don't have the opening inside the house, you can still see the roof 😭

Maybe you used roofed balcony instead of roofless balcony

Maybe it is blocked, staircase takes space up to 5 squares, and it may not be placed in a roof-less balcony
