this part exploded on mine, those X and Y caps fail a lot. My PET 2001 does not have this, only the later models have this, despite it is the same basic transformer and "PSU", they just bolted this on the later versions.
There is no voltage held on the power supply. Its a linear psu mains is direct to the transformer. The large capacitor is for the 5v rail and gets drained as soon as the mains supply is switched off.
