ok so simple explanation: sonic 1 has a built in exception handler which works like this: whenever unintended/undefined instructions are attempted to execute the game freezes and prints out the memory location where shit went down so the coders would have easier time fixing bugs in the finished game there's very few situations where you can actually get this to happen but when you corrupt the game rom it becomes whole lot more prone for illegal instruction messages later games like sonic 3 didn't have built in exception handler so corrupting it usually results in game going apeshit before freezing or just straight up freezing
in Sonic three sometimes the game goes into the SEGA screen when something goes really wrong, and also in sonic one you can try to make the game progress with the illegal instruction with the C button although it might do some glitchy stuff
