I actually like the idea of a canon SSJ4 for Goku ngl! Not to mention it could be easily implemented in canon if either Goku or Vegeta were to get their tails back!
Just enjoy the animation people. Remember, Super saiyan 4 is the combination of the great ape and super saiyan. Goku was in Super Saiyan Blue and Vegeta threw an artificial moon! So, SSJ4 had god ki in this animation.
Ok so this got me thinking and realistically, while Blue is definitely stronger than SSJ4, even assuming we're giving it to a Tournament of Power Saga DBS Goku, I think with skill and the advantages of SSJ4 he would definitely hold his own fairly well. Now SSJ4 TOP Goku actually beating Jiren? That's much easier said than done but I'll get to that in a minute. Anyway for starters, SSJ4 doesn't have the same flaws Blue has, such as draining stamina rapidly like regular Blue or the Perfected Blue weakness of requiring the user to focus on keeping the influx of Ki in check. Goku would also benefit greatly as the non-godly form enhances the senses, "allowing the user to react to practically any threat." Granted I don't think it's fair to say SSJ4 Goku's Wild Sense is directly comparable to Ultra Instinct, but it certainly would help. Not to mention it's ability to adapt would make it a fearsome one, given it's ability to grant Zenkai Boosts in seemingly real time. Such as during GT Goku's battle against Eis Shenron he was frozen solid by the Shadow Dragon, requiring Nuova Shenron's aid to escape. But afterwards Goku adapted to and became completely unaffected by Eis Shenron's next usage of the attack as he instantly broke free while completely unfazed from the event. Granted even then I don't think it would be enough to topple Jiren, put up a fight against Jiren in his regular form maybe depending on where one puts the multiplier for SSJ4 and Blue and how much of a gap they would have. But Full Power Jiren washes both so it wouldn't matter once Jiren gets serious. Though considering Goku has learned God Ki and should still potentially have access to Saiyan beyond God to stack on top of SSJ4, a God Ki powered SSJ4 might actually put up a fight at least comparable to UI Omen Goku against Jiren's strength. However the fight would remain in SSJ4's favor due to lacking the same time limit UI Goku has since his form isn't draining energy. So if we assume Goku could combine the God-Like Saiyan form with Super Saiyan 4, I would argue he stands a solid chance of defeating Jiren (possibly even at Jiren's Full Power.) But this is all just speculation anyway so don't take everything I say Super seriously.

I'd say he didnt turn fully into Oozaryu because Blue requires such a monstrous ki control that immediately as he was starting to transform he already regained control(which is what is required for SSJ4) and thus jumped straight to Divine SSJ4
He should be ssj4 blue instead of the gt design, it would make more sense with Goku's development. We know for sure ssj4 is far weaker then SSG but stacking it up with blue would be a great power up but Goku can use ssbxkk20 so in order for it to be useful, it must be stronger then ssbxkk20 or it is a let's say 10x power up without the drawback from the kaio Ken somewhat similar to Vegeta's evolved blue form🤷.
Plus it’s not confirmed which is stronger. Any speculation is head canon. Toriyama could say “ssj4 is stronger than blue” tomorrow morning and you’d have to accept that

Even more evidence of Super Saiyan 4 being weaker than God, Super Saiyan 4 is as strong as Super Saiyan Vegito and that is confirmed by the official scans.
