So if I'm to understand correctly, everything basically has a +1 XP cost in addition to whatever else the card cost. So for example upgrading a card will cost 1 + the difference in XP while swapping a card out entirely is 1 + the cards XP. Is this correct?
No. 1XP is just is the minimum amount you must pay when adding new cards. So if you removed a card and added a different 1XP card it would cost 1XP. If you removed a card and added a different 0XP card it would cost 1XP. When upgrading the same card you pay the difference in XP.
I'm new to the game. Do I need to spend xp for two of the same cards? Like Vicious Blow, I want to upgrade to Vicious Blow 2, do I need to spend 4xp or 2xp?

Always pay for each card individually. So pay twice as much for 2 cards.

On the back of each investigator are their deckbuilding instructions.
But why would someone do that with their cards, don't they need them lol
