Make the filling first. Par boil the ground beef first, get some fat out of it. That looks a bit greasy to me.Use precooked pasta, make a cheese sauce for in between layer, and add tin of tomatoes to filling instead of tomato sauce. Grate tasty cheese over final layer, then bake.
Have to admit, the filling looks. 😊delicious.
