Yes mostly 2,3,4 bases exists in stage 2 then we have stage 3 and finally stage 4, stage 1 is accumulation and base 1 is too, then stage 2 is bull run phase in which 2nd base is important , usually 3rd and 4th base are more extended then we have stage 3 distribution and finally stage 4 bear run... hope this helps
I am a big fan of IBD, but I gotta say, I doubt you'll ever see a consolidation like this following a cup and handle. I would bet you'll always see a fakeout to the downside before the stock continues higher.

No, Fibonacci retracements are a completely different indicator based on the Fibonacci ratios (a mathematical formula).
