Yes the fares of aeroflot are temporarily on the higher side due to ukraine war sanctions. Wait till war ends and the price are expected to be half of what is it today. Before ukraine war, aeroflot used to offer round trip moscow fares at approx ₹30k Good luck.

You need to make travel history first. These South American countries will not allow you to get into their countries easily rather these are VOA.
You can travel to Bolivia but all the flights are visa Europe or North America where you may be required to have a transit visa in order to pass.
