Usually, there are laws to prevent this sort of thing. You have to have a certain amount of voters to have a quorum, before you can vote. This prevents the detention of representatives, or it also prevent a vote passing by abstentions. If there are 100 votes and 50 abstain, it is the same as voting no, and the bill cannot pass because of a 2/3rds rule. That video displays a chamber that is practically empty, so the vote invalid. It would be just like the house speaker walking into a closed empty room and deciding all the votes the way he wanted them to be without any objection.

It seems like to become effective law, it needs a 3rd vote... next May 14th. It will basically pass, because the government is corrupted, so they do not care what people want. Unless Georgian people will take it to another level of protest, like Ukrainians did for Euromaidan. 500,000 protesting peacefully in Tblisi alone, means police doesn't have such numbers and can't arrest everyone...
