I, as a citizen of Kazakhstan, can safely say that Kazakhstan has more neutral, if not good relations with the US. Yes, although our country is in alliance with countries that hate or dislike the United States, but Kazakhstan itself does not think so.
I question though how much of it is the government more than the people. In recent months, I've been startled at the number of Russian folks online who are surprisingly pro-West or are at least neutral toward America and others (though some are hostile).
