My question is how do you dynamically change the bitrate based on the internet connection if the internet connection is fluctuating from 12 to 8 to 4. Can you make it so the encoder changes to keep up with it or keep down with it
Most black magic encoders start cashing and then don't change the bitrate and then never recover

Some encoders do have option to select between CBR (Constant bit rate) and ABR (Adaptive bit rate). Prefer ABR as it adjusts the video quality with available internet upload speed.
Yes Blackmagic Design Webpresenter HD has a bad habit of cache fill issues where it need to reboot to recover. I never had such issues with ATEM series encoders.
