Do you think I would qualify for the President's executive order since I'm a widower waiting for my interview? Thanks for your great work.

My dad was a permanent resident when he applied for her and her case was approved but has been waiting for visa at NVC since 2020 February. She recently had an interview as a F2A category but she was told that she is now F1 category because my dad has become citizen but the embassy told her to wait for her F1 visa category to become current. What should we do to Opt out?
