It says "Produced by Chris Winston in 1995" but Chris Winston was born in 1994. So either there is another old school Chris Winston that I couldn't find, or he's such a prodigy that he actually made this beat at 1 years old (I doubt it), or it wasn't him, but someone else who produced this beat.
Maybe his record label didn't want to release it. Record labels/managers usually make all the decisions for releasing albums and sorting out the tracklists.
