I really do feel like 90% of the budget went into the graphics and the other 10% went into everything else

You'd be surprised to know that UT just re-uses a lot Raging Blast 2 assets alongside some minor additions. All they changed between the games was the shading techniques and obv the gameplay
40% graphics, 50% music, 10% everything else.
They had a very short time to develop this game, less than a year I've heard. That was too little to test the new gameplay.

The amount of reused assets from raging blast 1 and 2 is crazy
It was made by the same people who did both raging blast, of course there were gonna be reused assets from those games
It pretty common for the same developer to reused stuff from their previous games
I can name so many video games that do this kind of thing. Literally.
This game is actually a Raging Blast Sequel as it was called Ultimate Blast in Japan, the Ultimate Tenkaichi name came from an online poll for the American release of the game but it is by all means a Raging Blast game even if a worse one than the previous two.
Basically just reused almost everything like ultimates supers transformations

I know the graphics are good but literally 80% of these transformation animations are taken from Raging Blast 2. So this game couldn't even be uniquely good with transformations.

But still Goku SSJ2 made it into the game. Just because Majin Vegeta is there. If it wasn't for him, he wouldn't be in the game.

You don't get to play as Goten or Kid Trunks, so it's not possible to fuse into Gotenks in game. Same goes for SSJ4 Gogeta, No GT/SSJ4 Goku or Vegeta.
Also it's funny how Vegeta doesn't have Super Saiyan 2, but Goku does just because of Majin Vegeta.
They didn’t even bother giving the characters different lines after they transformed. Literally copy and pasted from Raging Blast

it's weird this game didn't give Vegeta SS2 and it skips Super Buu's Buutenks form and go dirctly to Buuhan and no base form Gotenks even though he did fight in his base form against fat Buu and Super Buu

amazing game pity not having Vegeta ssj2,Pikkon,Nail,Dabura,Pui Pui,Spopovich,King Cold,Mecha Frieza,Hercules,Videl,Great Sayamen 1 and 2,Gotenks Normal,Teen Gohan Normal,Vegetto Normal And not having Kid trunks,Goten,Super Trunks and Gohan from the future and from the Majin Buu saga and its transformations As well as some movie characters like: Turles,Garlic Jr,Lord Slug,Cooler/Metal Cooler,Androids 13,14 and 15 And finally Bojack + Dr Wheelow giant boss stage,Evil Boo,Ultra Boo And Super Buu Gotenks and Piccolo absorbed Missing transformations And the GT saga With Gt characters Very sad the almost perfect dragonball game Sad that we didn't have everything that was missing from the game 😔🤧 like and bye!
