You need roads to connect to the houses/shops and also u can use the subract tool to delete the grass by which you would have lots of space. I have an 89k population and a 98% happiness rate. Also I have 16m I used it all on carving the underground area.

When you were spamming the houses, I know why it did not give you such a huge amount of population. The reason is that there are no roads connected to most of those buildings. How could somebody live there if there are no roads to connect to the houses?
True i have 218k population and 80k is employed and the other aint and i also build office and factories for shops and i build elementary,middle school,high school, bridge in water, beaches,a nice neighbourhood, and nature and also some hospitals and police station, fire department

Why do you think cities that are are not aesthetically pleasing are best you actually have to put decorations so that your citizens are happy since you won't put decorations the citizens will have lower happiness the lower the happiness the less people move in and the lower people want to move in which means that it takes longer for them to move in

There is no finishing the game, its a city building game. You finish it when you get bored
