Ok, a first attempt: The whole video seems to be about the threat of some kind of flood. The bird flipping off people at 1:21 already has its own float (weird detail: at first we see this bird without that float). The main charachter is scared and flees inside. But when he looks outside, he sees the sun, which comforts him, explaining the picures that symbolise draught at 1:31. From 2:00 the whole town starts to panic. Stores selling umbrellas and swimming courses all of a sudden, that weird elephant guy preaching disaster at 2:22. Has this flood something to do with the keyboard sinking in the swamp at 2:32? And what about that red alarm light? Does it link to the blinking red light on the keyboard?
