Have you ever considered a water based airbrush foundation for your skin? I suspect it would do wonders for you. (I am NOT a brand nor do I represent any, this is a genuine comment) :)

Nope, there are no rules to which order is correct!
regardless if ur doing a colorful or dramatic look u can get more fall out. its easier to do ur eyes first then easily clean up and finish ur face. if u do ur face first then you can possibly ruin the work you've done, and it will be harder to clean up ur eye without moving ur foundation
