Patricia O'Connor, The Bonsai Balcony: Candles cut, leaders wired, and Buds on Pines -Cypress Trees.

So, the new Leaders that were selected resulted in the tree tops being pruned and a new branch wired and pointed Skyward and that did what we hoped in that I see new buds forming around the now slightly bare apex on one of my Bald Cypress Trio and all three are showing signs of increased bud numbers since we did out little chops. Moving on to our Tiny Potted Black Pine seedlings, I remove quite a few Candles making way for a second flush. We also see the results of my last round of Candle cutting in the way of numerous buds forming around the cut site. Denser buds are why we do this for pre-Bonsai and it will also help us keep the energy lower back in the part of the Tree we want.
