I think it's a close match between the locus and dlq. If you're accurate, use the locus without stopping power and it's faster than the dlq

Locus recoil is a bit faster,so technically Locus is better but using Dlq just give you the nostalgic feeling

The XPR and Outlaw and the best for agressive sniping, just both are very hard to use. XPR has smaller range while Outlaw has kind of bad hotboxes.

I love the rytec arm because it can destroy the vehicles in 1 or 2 shot with explosive ammo
I feel like if you are agressive the locus is your sniper to go, especially with high alert and bullet return. If you are hella agressive the the outlaw is the way to go

Zrg if you set it up with the right attachments has the farthest kill range over all other sniper rifles, but it comes down to the operator is their choice of sniper rifles
Yeah, the DLQ33 is still the most consistent sniper rifle overall for quickscoping or heck even passive playstyle.
The stat is very well rounded, due to the body multiplier damage even without FMJ you can still deal a somewhat consistent one shot damage through wall. While sure the damage and one shot hitbox isn't HDR or ZRG anti Vehicle mag level, this gun have better mobility and slightly better rate of fire as a trade off.
The gun also doesn't rely on one specific attachments just to make it good, one problem with the per say ZRG is that to get the full body one shot, you need to sacrifice one slot for the Anti Vehicle meanwhile with the DLQ you can just equip full mobility and still have like one or two empty slot to spare for per say FMJ, Suppressor or an extended mag.
While the gun doesn't have the fastest mobility compared other bolt action sniper such as per say the Outlaw. It still has good enough ADS Speed and the damage and range consistency is a good enough trade off for the slightly slower ADS Speed or Fire Interval compared to the ultra fast snipers like the Locus or Outlaw.
The only sniper that is I guess close enough is the Locus, while yes the base hitbox is worse, at least the one shot hitbox is consistent across all range, the fire interval and mobility of Locus is also good enough trade off for the smaller hitbox.
