Seems like a reasonable trade to me. India needs oil and Russia needs weapons so they both benefit. Why should the USA dictate where India or other countries for that matter can buy their oil? Sanctioned as it is from western markets, why wouldn't Russia develop better trade links with india? India is already a substantial market for sanctioned Russian oil products refined and marketed to the West. As far as weapons go, aside perhaps for things like ammunition or mines there would be few Indian weapons compatible with Russian equipment.
