1. As a masters student ? No. Yes for pHd after some months. 2. Possible to 3. I am not certain on "permanent residency" . I know you can have as much as 4 years, when you get a high paying job. Then 10 years or you apply for citizenship. I don’t work in the IT sector. I can say that there are a lot of opportunities, and I doubt language will really be an issue for people in IT. As that’s the case for some fields.
