The point is for the men to have an opportunity to dance in front of the Shechina (G-d's presence) which rests on the face of a bride on the day of her wedding. In mind and spirit the men are now dancing before G-d, not before a bride.
It is a special custom at some Ultra Orthodox communities from Europe. Not customary to Sephardi Jews and secular Jews. The ecstatic atmosphere is overwhelming and would recommend everyone to attend such an event at least once in their lives...

I think is might be the top rabbi. Sometime Top Rabbi dances with her for a blessing on her and Sometimes it's the father. All it depends on the ceremony you go to. that's what I was told
