Yep! Works exactly the same on Leg. This is called the shafted launch and has been around in some form for aaaages ruclips.net/video/4UwKI9rHWOI/видео.html however it's a lot more difficult than the regular launch. Having a 3rd plasma grenade though is a new way of making it slightly easier (though probably still not enough for full game runs)
You gotta jump into a particular spot in the shield on a very particular frame after the shield was destroyed (so the shield sends you ""flying"") I suggest watching the related Bruntmas video (#5, beach skip)
I don’t follow speed runs but Halo CE. Seeing the time of the video and knowing the normal strat for this for a full run I had to see what was going on and I am not disappointed. So sub 1 hour is possible?!?

This map is pretty unique in that the main goal of the map is directly underneath the start position, most other maps are more horizontal than B30.
I like how it teleports you so specifically near your objective. As if the game knows what you’re doing
