In TCF Canada yes, for TEF Canada it's B1 is divided in two segments CLB4 and CLB 5, thus you need B1+ i.e 350+/699 to score CLB 5

Non - B1 is not sufficient for CLB 7. You will have to complete till B2, at least for writing
