    Since God is in control of the final exposures that come before mankind in their every decision, he does know what the outcome will be in every case. This raises the question of how he decides what the final exposures will be? Is it that the mercy, grace, love, patience, righteousness, justice, etc., of God are combined together in a perfectly balanced way known only to him so he is "totally fair" within himself and in relation to each person? That would seem right in order to explain why some believe and others do not. We can't understand how God makes the final exposure decisions every moment but we are asked to trust God's character in doing so; thereby honoring His sovereignty and human choice.
