So I think it may be different for every world, if you go into the port records, which is on the second floor, in one of the filing cabinets there should be a file with a code on it.
You have to go down into the sewers from inside the port and when you get near the door there should be a table with an option to look at a clipboard that should tell you what the password is.
Try to use the crane. Throw an orange at him and then run behind the crane and wait for him to follow you. That was the only way I was able to beat him
