Additional note, if the 1 and 7 are discarded, the 4 will also be made safe as the 1 rules out the possibility of a 2-3 and the 7 rules out the possibility of a 5-6

If I have 1124 I will throw 4 to bait 上家 throw 1 or 3 ，you need to consider that depending on your opponent’s strategy of playing

Just a quick question. Why is 147 safe? If the opponent throws 4 he may want a 678. Or is this strategy with the caveat that they would not want a ka long and wait for the middle tile?

It means that if he throws 4, 7 is 'safer' for you to discard because he doesnt have 5 and 6. Of course he might still have 6 and 8, but very unlikely because waiting for middle tiles is considered more risky
