It's like that because it serves its function to open the can just as it is and it's cheaper to produce them with the holes than to make them solid. The unfolding thing is something people came up with after the fact. Same goes for the soda can tab, holding the straw wasn't the original intention, but something people came up with later.

Hate to be that guy, but the holes in the tabs aren’t for the purpose of the straw. It’s to help with leverage. The hole just happens to fit a straw in it. Cans of beer have the same hole and you wouldn’t drink that with a straw. Same can be said for the pasta spoon. The hole is just for draining, coincidentally it also fits close to a single serving. A quick google search can answer these straight away.
