The actual color of a fluorescent lamp is a blue ultraviolet [Uv] which we call and the tungsten filament heat up and the electrons fly together when the electrons touches the other side of filament it makes high voltage and plasma path and the electrons will light up as bright as possible inside the lamp is phosphor coating inside the lamp creates white light.

The starter seems to be INSIDE the ballast.
