For some reason the other relic (3:32) isn't there for me. And I don't have it.

There's another relic you can get inside crate near the yellow station trams. Head up as if you're going to get the Time Piece that's on the tramhole hood but instead of taking the tram, go a bit left and you'll be able to fall onto a roof of a building with a breakable crate.
