The funny thing about that suggestion is I think they did in fact install cameras on long beach for the dispatchers to watch, and relay to the lifeguards in the towers, assuming the lifeguard themselves doesn't see the event in question. Generally they are good at catching it, but there are in fact cameras now.

The camera idea is actually a real thing and large beaches with heavy traffic use it. There are still the same amount of life guards patrolling the beach. The main tower will scan the beach with the cameras and if they see something off they will radio the lifeguards patrolling to check it out. Its not only saved lives due to the faster response but also helped catch thieves and creeps taking pictures of women.

It might be possible in the future with AI-tech but it would be really difficult for a camera/program to learn what is drowning. Also, you miss one of the most important roles of a lifeguard, which is to stop problems before they happen. An experience lifeguard would notice for example an in experienced swimmer too far out or a group of drunk teenagers taking unecessary risk and can act before it becomes a problem. Another problem would be that even if you can cover a wider area with surveillance, you'd spread out the actual lifeguards making the response time shorter. Lastly, there is the question of accountability. If a camera doesn't notice someone go under water, whose fault is it?
