My wife got her visitor visa 600 refused, will that affect her partner visa 309 when we apply? She's done biometrics already for the refused visa, does she need to do it again for the 309?
No it doesn't affect the sc309. In regards to the Biometrics, as per Immigration: "If you are lodging a visa application in a country included in the biometrics program, regardless of nationality, you might need to provide your biometrics in relation to each visa application you lodge.
