The car was slowing down and moving out of the way to the side of the highway because of all the sirens, just like all the other cars on the highway but it vaguely resembled the car they were chasing he PIT maneuvered it anyway then did a felony stop with gun drawn on the drivers now upside down in a ditch and only after the dazed driver and passenger were pulled out at gunpoint did he realize he flipped the wrong car. He retired during the IA investigation so no punishment at all. Probably a pretty good lawsuit though.
The thing is she barely even showed down even when he gave her time and pulled up right next to her car she did not even slow down or try to signal that she was pulling over decides the hazards

But if you're in like Iowa where there's nothing but corn for 800 miles, just pull over when there's enough room on the side to not impede traffic

That same state put out a memo to citizens telling them to do exactly this... and that still happened. That was so far out of reasonable on his part.
