Silver Wolf not having one might be explained by the fact that Herta has beef with her and purposefully made sure there's no recipe for hers.
herta is in no way responsible for these creature existance. all she did is let ruan mei use the whole floor. these are ruan mei's creation (and stelle/caelus). ruan mei as no beef against silverwolf in particular. besides, ruan mei herself didn't know about these creatures special forms. she created them but stopped working on this project in favor for other project before discovering the critters can take such appearence. thus, she too can in no way be responsible for a lake of silverwolf variant.
still, who knows. maybe one day there will be more forms added. 1 for silverwolf may be available, then.
These are Ruan Mei doings, the only things Herta is involved in are she let her use the space in the her Space Station and giving her a place to make a inhabit those cake cats
