Yes when you apply for partner, they do check copyright. Some fall thru the cracks tho. RUclips eventually updates to takedown channels like these.Never a good idea to use other people's content

Exactly this. What is 500 Million views with 0$. When you apply for monetization, an actual person will review your channel and see if you're just milking the system and you'll be denied. Some are lucky and slip through but I think Google understand that it's too easy now to build something on auto pilot and make it more difficult to get in the program.

as per my knowledge, your channel will not be monetized because youtube is taking action on all the channels. so don't do that. in the last 6 months, youtube demonetized lots of channels including shorts channels
