it refers to the legislative government building in Edmonton. It's a pretty cool building with a bunch of parks around it. I remember going to it as a bored teenager at night.

The "lights at the Leg" refers to the floodlights that illuminate the Alberta Legislature at night. If you stare at them for 30 seconds, then look up, everything appears purple until your eyes re-adjust. Thus the lyric "And we will burn our eyes, Seeking out these purple nights." We used to do the same thing at the Legislature in Winnipeg, the locals refer to it as "Purple City."

I went a did that many night ! If ya stared a the lights for awhile and then looked up the river valley had a purple glow too it! Pretty trippy!
