In any company, lets say 1000 people, first 200 people produce 80% of results, and last 800 people produce 20% of results. The problem is... if you find those 800 people and fire them all, then out of last 200 people you are still going to have first 40 people producing the 80% of results and last 160 people producing 20% of results... There is no end. You cannot optimize it.
