I usually get my PDFs by just typing the name of the book in Google. The best way to save money tho is to reach out to your seniors and ask them if they have books you can borrow :)
Hey! As the name suggests a review book would be something you'll use to revise the topic. It would essentialy contain only the HY stuff and there wont be much explanation going around in it. So you first use a textbook (which is much more in detail) or any lecture series on youtube/ in your uni and then you use the review book to revise the material. You cant LEARN the material straight away from a review book. Hope this answers your question :)
