It’s made by making lots of tassels out of hibiscus bark/hula skirt. Cut to your desired length, fold the bunch in half and tie the end. Then it is hot glued to a hip belt which can be found online. Then you can embellish the “titi” with rooster feathers/feather fringes and shells. Pretty straight forward but very much time consuming. The end product is definitely well worth it.
