The power stone is enough, but you could argue that because he punched the watcher so hard reality it's self changed, he's stronger.
Durability - Infinity Ultron
Bro literally got beat by Multiversal beings and was left completely unscathed. Plus withstood attacks from the guy who destroyed his universe.
Attack Potency - Infinity Ultron
Destroys galaxies easily 💀
Weapons - Infinity Ultron
His weapon is powered through the 6 Infinity stones 💀 Sigma's weapons are just energy swords.
IQ - Infinity Ultron
Literally has the knowledge of the Multiverse
Speed - Infinity Ultron
Never truly explained, but has matched captain marvel in speed, who was fast enough to cut through a planet's crust in seconds
Hax - Infinity Ultron
Same as Power and Abilities
Overall - Infinity Ultron Mid-High Diff (Probably)
Infinity Ultron easily beat Thor with just the mind stone, Sigma can get beat by Thor even though he has the Space and Reality Stone. Infinity Ultron withstood attacks from the guy who's so powerful even the infinity stones couldn't touch him, Ultron Sigma got hurt by Thanos who didn't even have any power ups.
The only Multiversal feat that Sigma has is the Universe Merging feat. And just because he merged 2 universes, DOESN'T AUTOMATICALLY MEAN HE CAN WIN.

On one hand, infinity ultron has all six stones but he is also an idiot who doesn't know how to use them properly except for brute strength, so he has to punch open the barriers of the multiverse. He also lacks intangibility and was hurt by fucking black widow.
Ultron-Sigma on the other hand, with just two stones, managed to merge the marvel universe with the Capcom multiverse, with neither side being able to resist it, and then took over all of Asgard while killing everyone not in the game in only, what a few days? And he upscaled from GALACTUS who we have seen just smash a planet to bits.
