The candles in Castlevania are actually representations of the souls of Dracula's victims, and they drop items as blessings to assist the hero in avenging their murder.
there's probably infinite ways to headcanon this but let's stick with what we know. To wit: Dracula's Castle is alive, a semisentient creature of chaos. Fueled by eldritch energy and probably also sacrificial blood. Easy to postulate that candle flames are actually burning souls. Why would you buy candles for your hostile, monster-swarming fortress if you don't have to? Even if they're just...mundane magical flames... I'm sure there's plenty of benign ghosts trapped in those halls with nothing better to do than work candle magic for Steve Belmont.
