21W5W means 5W for Parking light and 21W for Brake when pressed. So maybe the bulb you choose was only 21W. In the filament bulb two filaments are used for it, LED also should work normal If the bulb type is correct.

White led bulb in a red casing = pinkish orange look, light intensity also reduced (less bright) due to different light wavelengths (white light cutting thru red cover). If you use red led the red light will be fully passing through the red lens cover hence higher brightness and true red looks

yes no problem got low and high light when step on brake

The led bulb still alive until today? My car got same problem too, only one side decided to die for no reason.
